Questions

Will it tell me what is wrong with a broken file?

Yes — a mismatched closing tag, an unclosed element or an unterminated comment, each with the line it is on. Broken markup is not quietly repaired, because a repaired tree is not the document you have.

Is it safe to open an XML file from somewhere else?

Yes. A document type definition is skipped rather than interpreted, so declared entities never expand — which closes both the expansion and external-entity problems that XML parsers are known for.

Does it handle CDATA?

Yes, literally: nothing inside a CDATA section is expanded, which is the whole reason the section exists.
