Questions
Why do I have to name the outer element?
Because XML requires exactly one outermost element and JSON has no name for its top level. Something has to be chosen; you get to choose it.
How are arrays handled?
Each member becomes its own element, named with the singular of the container where one can be guessed — users gives <user> elements.
What about keys that are not valid element names?
A key with a space or a leading digit cannot be an element name, so it is adjusted and the result is still valid XML.
