Why does it refuse my text?
A lone % that is not followed by two hexadecimal digits is not valid percent-encoding. If you meant a literal percent sign, it should be written %25.
What are the + signs in my URL?
In a query string, + historically means a space. This page decodes strict percent-encoding and leaves + alone, because in a path segment it really is a plus sign.
