What is percent encoding?
URLs can only contain a restricted set of characters. Everything else — spaces, accents, ampersands, anything non-English — has to be written as % followed by its byte values. café becomes caf%C3%A9.
Should I encode the whole URL or just part of it?
Just the part you are inserting — a query value, a path segment, a search term. Encoding a whole URL would escape the :// and the slashes that make it a URL.
Why does this encode more characters than some other tools?
Characters like !, ', ( and * are legal in a URL but not safe in every position. Encoding them is the conservative choice and never changes the meaning.
